The Working Regulations of China Tanner¡¯s
Commission (CLIA)
Article 1.
According to the Article 18 Chapter Four of China Leather
Industry Association¡¯s (abbreviated as CLIA) Constitution
(abbreviated as CLIA ¡¯s Constitution), China Tanner¡¯s Commission
is established.
Article 2.
According to the regulations of CLIA ¡¯s Constitution, China
Tanner¡¯s Commission is a part of CLIA; it could play related
industrial activities under the leadership of CLIA ¡¯s director
and secretary general.
Article 3.
The aim of China Tanner¡¯s Commission is to actively provide
services for the fur industry, enhance the whole level of
the sector and ensure keeping the sustainable development
of China tanner industry.
Article 4. China Tanner¡¯s Commission consists of the tanner
manufacture and sales enterprises of CLIA ¡¯s members, and
there is no need for re-registration. The non-members of CLIA
could voluntarily become the commissioner of China Tanner¡¯s
Commission after its application and approval by CLIA.
Article 5.
Combined with the characteristics of the sector, China Tanner¡¯s
Commission would stress on the following tasks relying on
the CLIA ¡¯s Constitution:
1. To carry out investigation and research for its sector;
to collect basic information of the tanner industry and making
statistics; to reflect the industrial hotspots questions and
difficulties to the government administration in time and
to keep the members informed with the trend of development
and the change in techniques and policies at home and abroad
as well as the technical barrier of international trade.
2. To implement name brand strategy, and to protect, prop
up and promote the name brand products of the famous enterprises;
to participate and organize nationwide the quality supervision
and examination of the tanner products and to recommend excellent
products to the customers; to work out and revise the state
and industrial standard for the tanner products.
3. To popularize and utilize the new technique, new craftwork,
new material and new equipment in fur manufacturing; to arrange
information exchange of administration, science and technology
and business in order to push forward the innovation of thinking
and technology as to raise the whole level of the sector.
4. To try to have various collaborations within and out of
the industry; to coordinate the related problems caused in
manufacturing, business cooperation and competition, and to
make the sector into development of standardization.
5. To call for the mutual communication and scheme on export,
technique introduction and cooperation between home and abroad;
to have international exchange and global collaboration by
organizing tanner enterprises to join the abroad visits.
6. To carry out specialty technical training courses as to
level up the employees technical skills and their integrated
diathesis; to emphasis on environmental protection and make
full awareness of the whole sector; to promote the research
work of cleansing art in fur processing as to ensure the sustainable
development of the industry.
7. To arrange beneficial activities to the development of
the tanner industry.
Article 6. Settings of the framework
There are 1 chairman, 2-5 vice chairmen, 1 director, and many
vice directors and standing commissioners set up under the
China Tanner¡¯s Commission. The vice director unit is self
recommended or recommended by local industry association.
They come into being with 4 years in terms of office after
the voting of the Tanner¡¯s Commission in the candidate qualifications
provided by CLIA secretariat. The director could not be reappointment.
The chairman and vice chairman in four years office term are
recommended by the director and vice director.
Article 7. The commissioners¡¯ rights and obligations

1.1 To enjoy all the rights in the CLIA¡¯s Constitution
1.2 To reflect questions in the industry or require for protection
of rights and interests to CLIA and related administration
through China Tanner¡¯s Commission.
1.3 To enjoy various kinds of services provided by China Tanner¡¯s
Commission.
2 Obligations
2.1 To perform all the obligations of the CLIA¡¯s constitution.
2.2 To participate actively in all the activities arranged
by China Tanner¡¯s Commission.
Article 8. The sources of activities outlay
1. CLIA offers some subsidy.
2. Donation or support provided by member units.
3. Self-solution.
Article 9.
Rights of interpretation to the articles of China Tanner¡¯s
Commission remain with the CLIA¡¯s Secretariat.
