The Working Regulations of China Leather
Chemical Commission (CLIA)
Article 1.
According to the Article 18 Chapter Four of China Leather
Industry Association¡¯s (abbreviated as CLIA) Constitution
(abbreviated as CLIA ¡¯s Constitution), China Leather Chemical
Commission is established.
Article 2.
According to the regulations of CLIA ¡¯s Constitution, China
Leather Chemical Commission is a part of CLIA; it could play
related industrial activities under the leadership of CLIA
¡¯s director and secretary general.
Article 3.
The aim of China Leather Chemical Commission is to promote
integration level of leather chemical industry in order to
provide better services.
Article 4. China Leather Chemical Commission consists of CLIA
¡¯s members from related leather chemical enterprises. There
is no need for re-registration. The non-members of CLIA could
voluntarily become the commissioner of China Leather Chemical
Commission after its application and approval by CLIA.
Article 5.
Combined with the characteristics of the sector, China Leather
Chemical Commission would stress on the following tasks relying
on the CLIA ¡¯s Constitution:
1. To organize researches on the industry, to report hotspots
and difficulties to the government in time after analyzing
the collected basic data; to provide information of industry
developing trend ¡¢changes of policies and techniques¡¢international
technical trade barrier.
2. To organize the quality inspection of leather chemical
products, to recommend the high quality products to the customers,
to draw up the national regulations and standards of leather
chemical products.
3. To popularize and utilize the new technique, new craftwork,
new material and new equipment in leather chemical industry
; to organize information exchanging of industry management
¡¢technology¡¢business; to promote thought and scientific technology
creating as well as the improving of the quality; to manage
the commission magazine ¡¶Leather Chemical¡·so that to improve
the communication of science.
4. To promote the various combinations inside and outside
of the industry, To coordinate the related problems caused
in manufacturing, business cooperation and competition so
that to promote the industry development.
5. To call for the mutual communication and scheme on technique
introduction and cooperation between home and abroad; to have
international exchange and global collaboration by organizing
fur enterprises to join the abroad visits.
6. To emphasis on environmental protection and make full awareness
of the whole sector; to promote the research and expansion
of environmental leather chemical products as to ensure the
sustainable development of the leather industry.
7. To arrange beneficial activities to the development of
the leather chemical industry.
Article 6. Settings of the framework
1. There are 1 chairman, 2-5 vice chairmen, 1 director, and
many vice directors and standing commissioners set up under
the China Leather Chemical Commission. The director and vice
director unit are self recommended or recommended by local
industry association. They come into being with 4 years in
terms of office after the voting of the China Leather Chemical
Commission in the candidate qualifications provided by CLIA
secretariat. The director could not be reappointment.
Article 7. The commissioners¡¯ rights and obligations

1.1 To enjoy all the rights in the CLIA¡¯s Constitution
1.2 To reflect questions in the industry or require for protection
of rights and interests to CLIA and related administration
through China Leather Chemical Commission
1.3 To enjoy various kinds of services provided by China Leather
Chemical Commission
2 Obligations
2.1 To perform all the obligations of the CLIA¡¯s constitution.
2.2 To participate actively in all the activities arranged
by China Leather Chemical Commission
Article 8. The sources of activities outlay
1. CLIA offers some subsidy.
2. Donation or support provided by member units.
3. Self-solution.
Article 9.
Rights of interpretation to the articles of China Leather
Chemical Commission remain with the CLIA¡¯s Secretariat.
